In the Quality Option (Printer Settings)... when I select "Draft", "Text" or "Text/Image"... the printer will print out the document choppy... rows after every inch or so are fading and disappearing... I've tried different inks, replacing them, I tried Nozzle Check, Print Head Alignment and Head Cleaning... Even when I select Grayscale it does this...
HOWEVER when I select "Photo" or "Best Photo" everything prints perfectly! This is annoying as I only print text mainly & it takes forever to print and uses up a lot of ink for measly jobs.
What is wrong with it?

This sounds like the printhead is having trouble keeping up with amount of ink required. If the printer is in warranty it should will be covered, assuming you haven't done an incredible amount of printing.
If its not under warranty, sadly the printhead is not considerred a consumable. As such you cannot simply buy a replacement. In which case I would recommend giving your local Epson service centre a call and getting them to quote.
