    What are the algorithms used in the latest version of the MPEG standard, and what their licenses (patent)?
    People can use these algorithms to make a new video file?

    MPEG is a group, not a standard.
    Do you refer to MPEG-1, MPEG-2, MPEG-H, or one of the MPEG-4 formats?
    And there's others I didn't even mention.

    To add to lordsmurf's reply, it depends on what type of MPEG you're talking about. To create an MPEG you encode a video source with an MPEG encoder. There are sources that reveal the various MPEG specs, but unless you're an engineer you won't get much help there. You might find it helpful to review the basic MPEG specs found here: https://www.videohelp.com/dvd
