I have this timeline which I am exporting from Adobe Premiere. The format is PAL DV.
I then have to put this footage into Final Cut (Express) and re-export it as a MOV file (there is a good reason for this). This format is also PAL DV (MOV)
Anyway, my question is: will I lose any quality in the "conversion" ?

Not if you just import and export and nothing else . It's lossless re-wrapping of the container (Final Cut can smart render DV).
If you do other things you might lose quality
There are other ways to re-wrap as well - why are you using Final Cut ? You can export PAL DV MOV from Premiere , or re-wrap using other utilities as well
