  1. DVD DL discs are 4 hour discs (240 minutes).
When you put a DVD DL disc in the drive – why does it say 3 hours and 40 minutes (220 minutes) of record time?

How do you know the bitrate is 4500? Higher bitrates take up more room and cut down on recording time, lower bitrates have the opposite effect. The chosen bitrate depends on the video content (Lots of fast action? That requires a higher bitrate). There is also the issue of DVD support files, which contain menus, chapter markers, thumbnails, etc. -- these take up space as well.

DVDs don't have times per say.

It all depends on the bitrate (quality).

For example, i made a 4.5GB DVD with 9hrs30mins of video on it, at low quality (1000 kbps).

    That would be 19hrs on a DVD-DL.

    It's feasible.
