  1. i am not looking for media player that support it i want to combine them to one file.
    i want to watch the two sub at once

    AFAIK, your only choice is create a single .SSA or (.ASS) file from the one-language ¿ .SRTs ? you already have.

    EDIT: later, you could convert the text-based format to an image-based format (namely, .IDX + .SUB),

    if you wish so.

    I've got a couple of examples of English+simplified Chinese subtitles in the same file where both languages are displayed at the same time. VLC can display this correctly.

    Sorry to the OP - I missed the "not" in his post.

    The only way I know to do this is to use a text editor to manually combine the 2 languages together and save the output.
