Odd bar at the bottom of Vdub captures

Whenever I capture at a resolution higher than 640x480 I get this odd bar at the bottom of the captures it takes up maybe the bottom 1/6 or 1/8 of the screen and has fluctuating colors in it. It does this with nearly all the codecs I can find : / Does anyone know what it is? I am using an AIT AIW 7500.

Are you capturing from vhs tape
