I have a DVD video that has two track audio - English and Russian.
The main and chapter menus are in Russian text
I wish to change these into English (not change the background image of the menus) yet retain the links
What program can i use to do this efficiently and with minimum los of quality

Think about this.
My nephew at age 16 could navigate a Japanese only menu on a DVD successfully and he knows nothing about Japanese. I have successfully navigated menus in Chinese, Korean and Japanese despite not being able to read those languages. I actually can read Russian by the way.
But I'm sure you will post in reply that it's actually for your elderly aunt who is completely incapable of doing this. Can this be done at all? Yes you can do it, but not very efficiently. I'm not sure how you can overwrite the text very easily without bleed through, but you might be able to do it. Are you willing to pay for this? Because while I have my doubts about how
"efficiently" anything can do this, it's probably going to be a lot easier if you're willing to pay for a tool. But that brings up the question of is it worth $40 for a tool just to do this? Really? -
why not just use bing translator? then you will know what it says simple easy allways the best way

I did not say that i do not understand the menu - all i asked is how we could go about doing this task. Once i know the consequences and the degree of difficulty i shall decide whether to embark on it or not
I do not have a problem with purchasing software for accomomplishing this - let me know what program can help me do tbis will ya?

I don't make menus except very simple text ones with GUIforDVDAuthor. It is probably not the right tool for your task. Sorry but due to my lack of experience others will have to provide suggestions for you.
You'd really be better off just forgetting this, but it is your time and money to waste so others will have to help you to do that. Seriously, you'll spend more time figuring out if you want to do it than just living with it. -

As you can see, it requires a fair amount of work. If the DVD is not going to be watched often, it may not be worth the effort. -
Reauthor without a menu.
Dump the unwanted audio/sub tracks.
Problem solved.
Menus are overused anyway.
"Chapter selection" menus are ridiculous. Use the chapter skip button.Want my help? Ask here! (not via PM!)

Can't be done without the source files.
(Unless you want to spend several hours editing the menu images in Photoshop.)
Much simpler just to use, say, PGCdemux, extract the video and audio from the main feature. Can also get the chapter times.
Then reauthor to a new DVD with a simple text menu using GfD.
Can ditch the languages you don't want.
Zero quality loss.
This would take me about 15 minutes, I think, but there is a bit of a learning curve.
