How are you ultimately planning to watch the file?
Computers are frame-rate agnostic (mostly)
Media Players plugged into TV's will do the conversion (some better than others.)
Almost all PAL DVD players will play NTSC as well. (And you have to convert to standard def MPeg2)
Blu Ray?
