I'm studying a document PDF with Foxit Reader and I want to make some annotations to it. I don't succeed because it is secured. How can I make a copy non secured where I can write something? Or then how can I alter that attribute?

If someone gave you such a file to study, ask them for the password and you can then change the file.

Otherwise, if printing the file is allowed, if you "print" to a new PDF file (several free PDF printer drivers can be found, if you don't have Acrobat), then you will have an unprotected PDF. No guarantee it will look exactly the same, but again worth a try.
I find I get better results often if I print to file using a postscript driver, then use Acrobat distiller. -
