Hi,
I have no experience of video editing (just graphic design!) but have a video that has a FRAME around it. I would like to use this frame on other videos, which are currently frameless. I only have the frame attached to a video and NOT separate, which Im sure would be easier

By "frame" - Do you mean external border ?
If so, you can cut out the middle (either in photoshop or video editor) , so it has alpha channel, then overlay that onto the new video
You might need to do something differently if the videos are different dimensions or aspect ratios
Since you know about graphic design, it might even be easier (and better quality) to make the border from scratch to use as an overlay
