Does a 480x480 23.976 fps MPEG2 file burned into a SVCD work with standalones?? Nero says it doesnt.

That's because 23.976 is not part of the specs for SVCD, although it does work with most DVD Players, I suggest you stop using Nero for VCD/SVCD and use a more VCD/SVCD compatible program such as TSCV or VCDEasy.
