this is the wonderful world of ATI
honestly all i can say is return it asap because the problems will never end and you will never be satisfied with what that card will do. my ati tv wonder pci works but it's so nurfed by ATI that half the things it says it will do on the box, welp, it doesnt do them and probably never will. -

Sounds like the software is loading and trying to display something other than the TV.
Try loading one of your other devices, like a web cam, and select the TV card, then quit and load the ATI software.
Only a guess... -
Minus,
Unfortunately, you have multiple problems.
1) Compac Presario is a proprietary machine that comes with the infamous "System Restoration Disk."
2) You didn't say, so I'm guessing, you have integrated sound and video on the motherboard meaning some of your ram, usually 8mb, is used for video and your cpu has to handle ALL video and sound operations.
3) Windows ME is unstable.
4) Sending TV signal into your machine through a USB port in not the greatest of methods.
I use the ATI All-in-Wonder 128 Pro and I'm a firm believer that almost all of the problems that come up with ATI can be directly linked to the individual computer user and or a weak link in their system specifications.
You should return this piece of hardware not because of anything to do with ATI, you are simply fighting a systemic battle on many fronts which I doubt you'll be able to overcome.
Sorry, good luck,
Gary Spicuzza

Install the Digital Video update for DirectX8.0
this is a known problem. MMC will not function without the update.
U can get it from microsoft.com n go the directx section.

ugh!!
i jus formated and put win me again last night to see if the damn error would go away but guess what? ITS STILL THERE!!

Well I used ME for a day....
Gone back to 98SE, never get problems. When ME was on for "A day" my web cam, digital camera, capture card all needed new drivers before they worked.
Ill stay with SE until XP V4 is released, then by that time it might work correctly
I guess you have ME drivers ?, not the ones that came with the card, on a fresh install you should use the new drivers straght away. -
i got the drivers from the cd but it dont help
...by the way can it be because i dont have a ATI video card?

Can you see the card with any other software like Vdub ?
Another thing comes to mind was the way the drivers are installed, some USB drivers need to be added "before" the device is switch on, other need them added when you plug the device in, but usually this results with the yellow exclamation mark in the control panel.
take a look in the control panel, system > check out your system for IRQ conflicts etc ? -
the divers that came with it are the latest and theres nothin wrong in my systtem like unknown everything looks good. i wanted to kno if i can use another sorftware to watch tv and change channels and stuff on my pc?
