How to use .ASS or .SSA file in Handbrake?

Handbrake says (https://trac.handbrake.fr/wiki/Subtitles)it can use a .ASS or .SSA file, but I cannot figure out how to do it.

I have a video clip (MP4, h.264) - it has NO subtitle track, (just a foreign language audio track)

I want to hardsub subtitles that I write. How is it done?

I am using:
Handbrake 0.9.8
Windows XP

If it cannot be done using Handbrake and .ASS or .SSA, then what application should I use to hardsub subtitles into an MP4 video clip?
