With DVD it is possible to create multi-lingual video.
Is there a movie container, that would be able to create a multi-lingual video or only authoring as DVD can realize that??
How one would select the language?
Pushing this further with adding multi-lingual subtitles.
If possible, how to achieve this with ffmpeg?
Take for instance a DVD rip as source.

MKV easily supports multiple audio and subtitle tracks. Other containers can do this too, but with more limitations.
Selecting the audio and subtitle are done just like for DVD - by remote control or accessing the Audio or Subtitle selection on a software player. -
Look, ALL container formats, with the possible exception of RM or OGG, support multiple streams of audio. Believe it or not, they also support multiple video streams as well.
What really is the determining factor is if the PLAYER in question supports that feature in that format. That is why DVD is clearly easy to work with multiple audio - because support for it is MANDATED for ALL players by the dvd spec.
Mkv was explicit in its support for multiple audio from the very beginning, so it is no surprise that PLAYERS THAT SUPPORT mkv usually support ma. There are many players that don't support ma at all in any format, but you don't notice because they don't support mkv anyway.
Bottom line - it has to be taken into account and coded for in the player app.

Back from holiday.
So as a try out can some give an URL to make a multi-lingual MKV video from DVD rip.
Can one make a virtual MKV from a DVD rip? I mean keep the DVD structure and have a MKV container that would point to the DVD directory structure.

Before you go any further, you need to figure out how you intend to play your media. Using hardware devices? or Software (pc/mac)? Showing via what interface(s)?
Like I said before, THIS will determine what you should go for. Then, once you know what you should go for, you can get tips on how to best get there.
You work backwards from your final destination and pick paths that get you to that destination, not the reverse.

Well, I wish to play from smart tv which pumps it source from an usb hdd.
Present.y, works well with dvd, but at each change of vob files it takes a while to transit
