If it's a text based format like subrip (.srt) you can do this in many different programs, e.g.:
- SubtitleEdit - http://www.nikse.dk/SubtitleEdit/Help#sync
- SubtitleWorkshop
- Aegisub
And many other programs too!
Another solution would be finding a sub with correct time codes. -
i can change srt files into txt files but can you change them back to srt files??

An srt file IS a text file. It looks like this:
Code:1 00:00:20,000 --> 00:00:24,400 Altocumulus clouds occur between six thousand 2 00:00:24,600 --> 00:00:27,800 and twenty thousand feet above ground level.
So if you want to translate it into some other language, say Arabic, you can put the .srt directly into a text editor (or subtitle editor) and replace with the correct text. Obviously, with Arabic or similar languages, you'll want to use different character codes (probably higher up in the Unicode set). If you already have your keyboard set up for this, you should be able to type directly, otherwise you can always type in the code # combination. Or paste from Character Map. For example:
ز is unicode character 0632
