i want some help about tv tuner capture cards

hello

i am looking for best real time mpeg card basically for svcd quality recording from tv signals or from vcr .
as i survey over the internet i found following cards

1, ati all in wonder radeon
2, creative labs video blaster digital vcr
3, hauppauge win tv pvr
4, dazzle dvc2
5, ads instant dvd
6, navis pro

which is the best card for realtime mpeg1,2 hardware recording and encodeing without any frame drop or sych problem.

one more thing after recording video from above card do i need to do any type of compression for the vcd or svcd or can i burn directly .

iam on p3 , 128 mb ram , 98 se.
i am upgrading my system to p4 1200,256 ram , windows xp.

On a P4 - ATI 7500 Radeon AIW should meet your requirement without any conplaints once you've gotten a copy of MMC_Reg_tool to tweak the Mpeg parameters. It runs for about $200 now, that's video card, TV card and remote control.
I don't really see you getting anything better in this price range.
