I'm learning the program and my first goal is to learn how to output files for upload to YouTube.
My camera is a Canon Vixia HF200.

My goal is to duplicate what Google does/did with Adobe Premiere Pro CS 5.5.

The stats of that resulting file are as follows. You'll notice it is both larger in file size and smaller in resolution. (APPCS5.5 won't permit me to set it high enough.) This is insufficient.

if all you're looking for is 1080p30 h264 there are many encoding programs you could use. start with vidcoder, as it's an easy to use handbrake frontend and set you output to 1920x1080 @ an average bitrate of 6mbps. but premiere pro's encoder is quite capable of the same thing.

When I try to force the file size to the appropriate resolution I get an error.
"Invalid framesize/framerate for this Level. Please lower the Frame Dimensions, Frame Rate or increase the Profile and Level and try again."

The solution is apparently to:
Open up the output module settings and hit the options button, then dial in suitable options in the H.264 exporter. Arbitrary resolutions such as yours require Level 5 or 5.1.
