I would like to change the duration of a DVD still image that is encoded as a .vob file, but i have no idea how to do it and with what program to do it.

here it is as an image file. you'd need to find the original to re-encode to dvd again. it's already pretty low quality and encoding again will make it worse.

If it's a DVD compliant BMP (720x480/576), open it in Muxman together with audio of the desired length, even silent audio (also DVD compliant). The DVD will last the length of the audio.

Otherwise you'll have to actually encode the image to the desired length. That's easy enough but produces inferior results

There's a guide to making the DVD still loop continually using PgcEdit.

  5. There are 3 kinds of stills in a DVD: still cells, slideshows and "false stills". Most still menus without audio use the first method, while many commercial bonus slide shows use the second or third method.

When they are true still images, each image is encoded in its own cell. The PGC contains a lot of tiny cells, and you can easily change the Cell Still Time of the cells with PgcEdit (in the PGC Editor window). You can add a delay between 1 and 254 seconds. (255 means infinite delay.)

Slideshows uses a single cell with many still images. Each image is encoded in its own VOBU in the cell. The VOBU still time can theoretically be changed in the VOB file, but as far as I know, there are no programs to do that manually (although it should be possible to do it with VobEdit and much time and courage!)

Often, something that looks like a slide show is instead a normal animated file, made of what I call "false stills". The same frame is repeated during several seconds, but it's in fact an animated video. The advantage is that transition effects are possible. You can't edit it without re-encoding.
