I've been transferring our family VHS tapes to DVD using EasyCap. What I want to know what file format is the best to use when moving those video files to DVD? I've heard both MGEP2 and .VOB are good. which format is best?

DVD can only be MPEG2.....and you should be capturing in MPEG2.

VOB is not a video format. VOB's are the result of authoring MPEG2 files to DVD Video for burning.

If you didn't capture to MPEG2, you lost quality going TO your present VOB files.
It's best to recapture.
BUT.....VOB2mpeg should do the trick. -
I was able to get one file back, now my question for you is do you know a good MPEG2 compressor?

Yes, ReJig will compress to MPEG-2. And HCenc didn't work for you because to use it you have to also use AviSynth. That was not mentioned to you so it's not your fault. No offense, but I think that trying to use AviSynth + HCenc is way above your expertise right now. The HCenc suggestion was really more of a "This is the best way to do it, but it's very complicated to get to a point where you understand how it works" rather than a "You, JasonQuinn1992, need to use this method at this time" kind of suggestion.

Actually, that's not true. Unless you're planning on filtering it, you can just create a simple D2V project file using DGIndex and open that in HCEnc. His source is VOB/MPG (depending) and that's all it takes. No AviSynth scripts are needed unless either he's planning on filtering it, or it's something besides some kind of MPEG.
No expertise needed, as long as he has a guide beside him to help him through the settings, and there are many guides on the HCEnc page.

As I said, Rejig has an authoring function.
Click the DVDAuthor button.
Choose the video and audio streams.
Click "Create".
But if you have "illegal" files, that probably means they are out of DVD spec.
ReJig just compresses, it doesn't change the spec., so if the files are out of spec at the beginning, it won't help. You 'd need to reencode.
But if the files came out of a VOB, they should be DVD compatible.
What is the file's spec? -
