    Hi: can some one help me on how to change the frame rates using TX264 Tool> Like:29.97 to 23.976?

    afaik tx264 uses ffmpeg + x264 +flac/lame/faac/oggenc +mkvtoolnix as backend, since ffmpeg can't do ivtc, neither can tx264 , so if you want/need to do ivtc, tx264 is just the wrong tool for the job,..
