I use the older MPEG2Cut, but the newer MPEG2Cut2 can easily do it as well. It'll give you back the VOB file, but cut at the places you want (on GOP boundaries)

Editing software that cuts only on GOP boundaries will make a cut only at the first frame of an MPEG "Group of Frames". VOB/DVD visual data is arranged as several types of frames within the frame group. Not every frame in an MPG contains data for the entire image. The first frame in the group usually has full image data, but the following frames in the group have data only for the portions of the image that change from the initial frame. 10 to 16 frames in a GOP is a common grouping. There are some MPG editors around that will allow cutting on any frame ("frame-specific") and will re-render and re-organize Group #1 to have all the image data it should have. Frame-specific MPG editors usually cost $$, sometimes lots of it, but a very popular one is MPEG Editor v3 from TMPGEnc. There are others. Check the Tools and reviews sections of VideoHelp, access from the home page.

It means, in effect, that you can't cut on any frame you might like, but only on frames spaced about half a second apart. In most cases that's no problem.

Both of the cutters I mentioned are found at the same link. For VOB cutting I find the older MPEG2Cut easier and more intuitive to use. Try it and see if it does what you want.

Don't be silly, it adds nothing that's not in the VOB already. Now, maybe it plays a different audio track when cut than you might want, when there are two or more, but whatever it plays was already in there.

But I'm glad you solved your problem.
