Let's say I have a NTSC video with a soundtrack.
I have the same video in PAL without a soundtrack.
Can I take the NTSC soundtrack and use it right away in the PAL video without any conversion etc?
The videos are the same, in terms of minutes and seconds, but obviously the frame rate is different.

The videos CANNOT be "the same". The frame rate difference will make the PAL version 4% shorter. If the time is exactly the same then the NTSC has been edited. You can use the NTSC soundtrack but since there have to be video differences between the two, once the differences start the audio will desynchronize and you won't be able to get it back in sync because the video in the PAL version will have things that are missing from the NTSC version.
