    Which of these audio codecs provides better quality? I want to encode my audio files to lower lower bitrate and maximum quality.
    And which of these codecs is better with higher bitrate (above 128 kbit/s)

    AAC is good for 128kbps and above. Stereo AAC goes "transparent" around 176kbps, but each case is a case, depends on the complexity of the uncompressed source.

    AACplus v2 is *parametric stereo* (actually mono, BUT the decoder decompresses it as stereo), and works best with very-low bitrates.

    Provide source. Don't talk out of your ass. MP3 is transparent for most people at around 160 kbps. AAC rarely needs above 128 kbps for transparency and can often achieve it at lower rates.

    To the OP: AAC v2 refers to the Parametric Stereo feature which will never, no matter how high bitrate, achieve transparency. Don't use it unless you have a good reason to.

    You should have noticed, I did NOT say about a word about "most people". Besides, this is VideoHelp, not Hydrogenaudio. ^_~ People who are used to classical music ( me myself for example ) can detect artifacts in MP3 @ 192kbps and in AAC @ 128kbps.

    Really, man, you need to sleep more hours per day, possibly stop smoking tobacco and drinking alcohol would also help you a lot.

  5. 320k for mp3 should be a minimum because the whole frequencies spectrum (0Hz-22khz) is still present with this bitrate although not audible for human ears past a certain freq. (hence the concept of audio compression (=cut off freqs) but if you're picky that's what you need.
    You can verify this with audacity ("trace spectrum" tool)
    For AAC i suspect you need less bitrate to keep the whole spectrum as it's a better algorithm but i haven't tested in audacity yet
