Can someone recommend a free, user friendly program to put subtitles on video? It must be capable of managing both English and Chinese (traditional). It would also be nice if the program were available in both English/or Chinese as well.

Subtitle Edit (free, open source) has both English and Chinese languages included - and can handle UTF-8/Unicode (as well as ANSI)
Edit: If you're talking about muxing subtitles with video then try something like handbrake or ... -
Maybe subtitle edit.
Or do you just want to burn in the subtitles in the video?
