Problem converting movie to be burned...

Ok, so this has started happening recently and it happens on any video file I try to convert/burn. The movie looks fine before I convert it. I use DVDstyler to do this because I like the customization and menu options. The final product always comes out with soft vertical lines. I can't figure out why, I even tried reinstalling my codecs. Nothing seems to work. If you zoom in on this picture and look at the pavement you'll see the lines im talking about. Any ideas as to why this could be happening? Definitely not the bit rate, this movie was converted at about 7,000kb/sec. It also does this with other authoring programs. Never had this problem before and I've burned alot of movies.
