Which GPU is better for encoding/decoding/transcoding? I dont have to play games so my only concern is the multimedia handling only.

I can't tell you which of those is better but if you have a quad core or better CPU you can probably get both faster and better results encoding with x264 with the veryfast or ultrafast presets.

Most people who try to squeeze extra power out of their GPU have under powered systems. This issue is really best fixed by investing in a more powerful CPU with more cores than to try to fix it on the cheap via a GPU. If you try the cheap fix via a GPU, I will warn you that there is some chance that you will eventually feel like you wasted your money trying to attack the problem that way.

does core i series (ivy bridge) 3rd generation have any improvements in intel quick sync instructions over sandy bridge (2nd generation) ?

The Ivy Bridge GPU definitely has faster QS performance. Slightly improved quality too.
