Creating a VCD disk on DVD-R

I am looking for some help in writing a VCD disk on DVD-R.

ie.
I have 4 films in mpg1 format and have used Nero to create
the VCD with a simple menu at the beginning.

The disk size is to large for a normal cd so I would like to write it to a DVD
unfortunatley nero will not write VCD to DVD-R disks

Can anyone help with this or suggest other programs to try.

I do not want to create a DVD just a VCD on a DVD-R (larger disk more space)
