is their any (free) tool (editor) that can split a double layer dvd at layer break point
without reencoding AND keeping Ac3 and Dts audio ??

can imgburn split it into 2 separate images ?

the main feature is over 6G , so dvdshrink is not an option

If DVDShrink opens the disc then DVDShrink is an option.

You don't have to shrink it, just split it in Re-author mode.

You split it at a chapter....just like 90% of the layer breaks on D/L DVDs are at a chapter point.

Is there a good reason why you are determined to split this disc rather than just burn it to DL media? Verbatim still makes excellent DVD+R DL media. Just get either their DataLifePlus series (buy online - it's expensive though) or their 6x-10x DL discs and you'll get first rate media.

Keeping menus is a whole new can of worms you may not want to open.
