Intermittent Ghosting

The text appears ghosted to the right. This ghosting appears pretty much on all scoreboard/stats/other overlays, constantly. Since they don't move, it doesn't seem to be an interlacing issue. The game itself only ghosts intermittently.

I don't have the original VHS tape, only an MPG file capture from it. Is there anything I can do about this?

Difficult to fix without masks or manual work

Since it affects only the overlay, if you shifted it , other "good parts" of the frame would get shifted (e.g it would shift the referee's shirt - you would cause ghosting there if you didn't mask it out)
