Hi I need help please!

I have a NTSC tape and in a NTSC vcr and I'm in portugal which is a PAL country so NTSC is a bit hard to find so I don't have access to another NTSC vcr. The tape is old and it is getting worn out so I'm planning to do a VCD. When I try to capture it looses frames therefore loosing sync with audio in the resulting capture. These dropped frames are because there is vertical jitter on the tape keeping the image out of sync with the screen which sometime rolls. What I'm asking for is if someone can tell me a way to solve this problem like if there's a filter for vdub or any other kind of software that can correct sync. If I use the tracking function in the vcr It will stop rolling and there's no frames skiped but the screen gets full of those typical lines of a bad tracked tape. Will passing the signal through another vcr solve the problem? Will I be forced to buy a video stabalizer like those that defeat macrovision? I'm sure it's a sync problem just don't know how to fix it.
