How long would it take for me to encode an mpeg video clip which is 45 mins long, to an AVI file ?
Are there any programs that might help me calculate these times ?

Just try it.
load it in your program and see the time that shows up. -
I assume you meant "convert from AVI to MPEG" and not the other way around because this is what most of us do here.I never tried MPEG->AVI because I had no need for it.
The answer really depends on your system speed.
For example:
266Mhz takes 12X (12 times the movie play time)
1.2GHz takes 2.25X
This is the time to convert 720X480 AVI to MPEG-1
Try it yourself.
