Can I use a SCART to S-VIDEO cable on a non S-VHS machine?
My S-VHS machine just died. I connected my SCART to S-VIDEO cable from my backup VCR to my PVR-350
but got no signal.....HOWEVER....I think that cable was broken anyway. I recall it coming apart the last
time I used it to capture from my TV box.

You will have composite coming out of the S-video luma pin, and nothing coming out of the S-video chroma pin.
If the PVR-350 can treat the S-video luma as composite (e.g. via a software setting), then you're fine. If it can't (because there's no such setting, and/or its physically separate in hardware) then you need a new cable. SCART to L/R/CVBS adapters are very common.
