Encoding question??? Need advice please

I am backing up my daughters RIO cartoon movie with CCE SP. DVD Rebuilder reports HIGH/LOW/TYPICAL Bitrates: 6,263/1,178/5,815 Kbs. Now if I use Sharktooth's EQM v3ULR Low Matrix it allows me to set the minimum bitrate to 8555? Visually I can't see a difference between the two, but that will make my bitrate higher and I still can fit it on a DVD-5. Which method gives me the best quality in your opinion??? Please give me your input, Thanks
