Need to Compile Two Recorded Disks And Add A Menu

Greetings ....

(1) I have two separate DVD's with off-air recordings of the same program.
(2) Both DVD's were finalized without a Top Menu.
(3) I wish to make one complete DVD from the two originals -AND- include a selection menu.

Just need to what software works best with the above scenario. While looking for freeware, will also consider best low-cost choice.

Extract the main movies with vob2mpg. Reauthor the new mpgs with guifordvdauthor or dvdstyler. No reconversion.
