in a nutshell it's idiotic beyond belief to use double the frame rate without also doubling the bit rate and it's also naive not to expect double the frame rate to require theoretically double computational power.
It isn't near double for GOP based compression because of motion correlation frame to frame. Pro shooting technique reduces pixels in motion frame to frame allowing high interframe compression. This would be less true for high action hand held. In that case less interframe compression is possible so the encoder compensates with more intraframe compression.

Formats like AVC-Intra (intraframe compression only) need to use twice the bit rate vs GOP based formats like XDCAM-EX.

BTW I can't make my Sony BDP-BX37 (BDP-S370) play 1920x1080 60p with AVC codec but it does play 60p MPeg2 from a USB drive.

Not true at all, you probably have not tested this.
In a occasions while encoding video to 30p or 60p (30p from Vegas and then same video to 60p through mvtools2.dll) I forgot to change bitrate inside encoder and my human eye did not registered that at all. Then I played with it for a while, ..., to double bit rate is a waste, that was a conclusion of it. To find how much to add I do not know, it will differ from video to video.
