Is there a way to edit(change) the chapter points in Ifoedit?

  2. Not without reauthoring.

That is, demux (PGCDemux), edit the Celltimes.txt to whereever you want to set the chapter points (understanding that they may be changed a bit during authoring to reflect the fact that they have to be set on I-Frames), remux (although Muxman is better than IFOEdit for authoring).

You can actually set new chapter points in VobBlanker, but I'd still go the way I described.

Just use a text file such as this and insert it into the sub section of ifoedit, you can also edit the time codes in the text before you use it.

  4. IFOEdit uses frame numbers, not time codes, when authoring.
