That is correct but my cable box doesn't have S-video output...wouldn't I fair better doing it the way I mentioned for the benefit of S-video or would standard composite RCA cables do the same?

Again, that would depend on which device has the better comb filter, the DVD recorder or the capture card.

You don't need your Panasonic's tbc pass-thru for cable, but its composite-to-svideo circuit might be helpful. Try it, if it makes no difference you haven't lost anything.
