I would suggest you use the NTSC video as-is and dub the Hindi on that.
it will be much simpler and you won't lose any video quality.

Whatever you do though you will probably have to spend some time syncing the audio.
There may even be different scenes in each version.

I'd demux both audio tracks, open in Audacity (1.3 with ffmpeg plugin).
Use the English track as reference, adjust the Hindi to match using non verbal sounds -- doors closing, etc -- to get sync points.
then export the adjusted Hindi to AC3 and author with the NTSC video, using eg GfD.

Note that you can have more than one audio track on a DVD, so you can have the English as an alternate if you want.

You'll want to convert it from 25fps to 23.976fps.

Really, I think BeSweet won't help you.
It is very unlikely that simply changing the framerate will give you an exact matching audio track.
Then you'll have to adjust it, using an audio editor, so you might as well do the whole thing in Audacity.

I recalled that someone was trying to do exactly the same thing a year ago, and I explained at length how to do it. So just see https://forum.videohelp.com/threads/327065-Adding-audio-to-a-DVD?p=2025534&viewfull=1#post2025534

If you can't understand it, I'm sorry, but that's the best I can do.
    There is no one-click way.
You have to read up on the tools if you want to do this.

  14. The attachments don't show up (for me), but if it's a standard more-than-2.5-hour-long Hindi language film, then it sounds like you just need a normal PAL to NTSC audio conversion. This assumes both versions of the film have exactly the same number of frames (no extra scenes in one or the other).

I've used BeSweet for the job probably 500 times. It even has a PAL->NTSC(25.000 to 23.976) preset. I first convert to WAV, try and improve it some in Audacity (I work with old Hindi films), before then converting back to AC3. If you have Soft Encode or some other commercial AC3 encoder, use that. Otherwise Aften and one of its GUIs is good (or eac3to), and I don't use Be Sweet for AC3 encoding. Up to you, though.

  18. How i Adjust PAL audio in NTSC Video
    A) DVD Movie (Run Time - 2H 18M 45S With Director cut)
    8 Gb
    NTSC
    29.976 fps
    Audio in English
    B) VCD of Same Movie (Run Time 2H 04M 54S Theatrical cut)
    3 Disc
    PAL
    25 fps
    Audio in Hindi

    1) Aimersoft Video Converter – I convert 3 VCD in one MKV file with 29.976 fps
    2) Format Factory – that MKV file audio convert in Mp3
    3) Power Ac3 Converter – that Mp3 audio convert in Ac3 for use of Delaycut
    4) Delaycut – that Ac3 audio i adjust that how i want (like 5 cuts some time +562 ms or some time -1050ms)
    5) MKVmergeGUI – 8 Gb DVD Vob convert in MKVth help of MKVmergeGUI,
then in that MKV file add my Ac3 (Hindi) audio & adjust video in 25 fps
and Now my movie will play with English & Hindi audio.

But I can’t understand that my audio Ac3 Hindi is 29.976 fps & when i make
MKV with help of MKVmergeGUI video 25 fps is match?
But end of the day I got what i wanted!

(I was posted in forum yesterday i post pic of what really i do but some how I can’t do that ,sorry)
