I have a test DV type 1 avi clip 720 x 480 48KHz 16 Bit stereo NTSC with high motion, moderate motion and no motion scenes. I realize the amount of motion is subjective but I believe it will help make the point. I mpeg 2 encoded the clip with TMPGEnc Plus using VBR 2 pass 3000 kbps average, 80000 kbps max and 2000 kbps min. I would expect the video bit rate to increase for the high motion scene, drop to near the average for the moderate motion and drop below the average for the no motion scene. The results were not as expected. I did see a very slight increase in the video bit rate, about 1K, for the high motion scene but that was about it. For the other 2 scenes , low and medium, the video bit rate stayed on the average of 3K. I ran the same test using the Ligos encoder in MediaStudioPro 6.5 with the video data rate set at VBR = 5500. The 5500 sets the max video data rate similar to the setting the max in TMPGEnc. The results are more what I might expect. During the high motion scene the video data rate went to nearly 5k, dropping to 3K during the moderate motion and down to around 2k in no motion scene. The video bit rate was measured using the display on the stand-alone DVD player and the Bitrate program in Tools. Does TMPGEnc have a problem or is it me?
