Definately solved now!
the last guy who posted and said The player zooms into the frame until either the top and bottom hit the edges of the screen, or the left and right hit the edges of the screen .. you gave me an idea!
turns out that the black bars at the top and bottom are not coded in to the video.
this is how i cut the vid:
So now it appears in full screen on my TV, then i just re-muxed it with the audio DTS and set the video quality at about level 13 contant.
.. the mistake i was making before was cropping from the top and the bottom as well as the sides.
now it's become apparent that the top and bottom (black bits) are NOT part of the video, so all i was doing was making my vid smaller but keeping it the same shape!

Some videos will have black bars at the top and bottom. If you want those videos to fill the screen you have to crop the top and bottom as well as the sides.
