Could someone help me, I encoded mpeg from my vhs using my own mpeg encoder. I used Constant bit rate at 6144 Mb/sec and based on Pal standard. But when I drag this file to nero to make a vcd, it seems that it cant encode it and ask me to re-encode again. I used Tmpge software to re-encode it, but turn less quality than the original. Why does Nero can accept my file even though my Mpeg file is standardised with Pal/ntsc requirement?

The VCD standard is 1150kbit/s for the video. If making anything else you make XVCD that may work on some players but I doubt that any player would support 6144 Mb/sec !?!....
