I have some videos that need to be compressed to 1MB per minute and at rougly 320x240 resolution.
It's definitely possible to do this, as I have seen footage that is at great quality with this compression, but the creator won't give me any tips on how he got rid of noise/artifacts (it's not as easy as just setting the bitrate and then converting).

I need to be able to play this on a multimedia player (ZEN), which is why it has to be that specific resolution. It also needs to be in the MP4 format.

I have the profile set to "H.264/AVC PRO", the profile set to "Baseline", framerate set to "12.5p" and the bitrate set to 120kbps to leave 16 kilobits (maybe less video bitrate so I can get better audio quality, since 16 kilobits is bad) for audio (should it be set to variable or constant for this kind of compression?).

Are these settings alright? When I compress with these settings, a lot of the footage looks fine but randomly a huge ugly artifact appears on the screen and ruins the video, the 2 videos the other guy who won't reveal his settings made have no artifacts or blocks at all.

What settings could have been used to get them to compress so well?

I am talking about MainConcept Reference specifically in this thread, not any encoder that will compress to 1MB/min.

This is just ONE of the purposes I am using this software for and I don't even own it anyway, my brother is letting me use it. I've been told it's the best H.264 encoder, so why wouldn't I use it? Also, does xmediarecode compress to 1MB/min with no artifacts at all? If not, then I don't want to use it, as I clearly stated I need footage that doesn't have any artifacts.
