if a file is already an mpeg do i still have to convert it with TMPGEnc?

Depends on what you want to do with this MPEG file. If all you want to do is view it on your computer, then probably no you do not have to convert. But if you want to make a VCD or SVCD, then you may or may not have to convert. Things such as which flavor of MPEG, resolution, bitrate, framerate come to mind as to what you may want to check to see if you are close to the standards for either VCD or SVCD.
