I've recently bought a Contour Pro HD action camera and attached it to my helmet for when I go dirt riding. I am recording in 1280x720 60FPS. I have some great footage where I would like to slow-mo a small section. What software would accomplish this easiest? I presently use TMPG ENC Express 4.0. I dont think this software does what I need.
Also is there software out there which would allow me to magnify a section of footage for a few seconds or so?

TMPG ENC is an MPEG encoder, not a video editor. Your Canon Contour camera uses and H.264 codec with aac audio, so you'd need both a powerful computer and the latest version of an online editor like Sony Vegas or Adobe Premiere (for Windows) or FCP for Mac. Since you shot at 60FPS, the footage should do nice half-speed at 30FPS. (If you want smooth slo-mo, always shoot at the highest frame rate possible.)

TMP ENC does have very basic editing capability but I take your point.
I have a powerful enough PC with grunt to spare
So its to be Vegas or Premiere? I am hoping to slow down small sections (5 secs or so) within a 5 minute file. Zooming in for a few seconds occasionally would be great too. Those programs be able to do that? How much of a learning curve to you suppose is needed?
