My project settings and source video are both 720x480 widescreen. However whenever I try to render a video it comes out as 4:3 instead of 16:9. I use MainconceptAVC as my output format. Vegas 10.0

Try changing the 'Pixel aspect ratio' value on the MainConcept custom settings window from 1.0000 to 1.2121

Keep in mind that DV-DVD-AVC-ATSC standard def video uses non-square pixels. Vegas (or other editor) has three settings that affect 4:3 vs 16:9.
#1 Project setting needs to be set to DV-Wide. Note that this changes the preview window from 4:3 to 16:9.
#2 Source video must be flagged wide i.e. PAR (Pixel aspect ratio = 1.2121)*. See clip properties under "Media". You should now see wide video in the 16:9 frame in preview. If you set PAR to 0.9091 or 1.0 you will get horizontally squeezed video in a 16:9 frame.
#3 "Render as" must also be set to PAR=1.2121 for 720x480 DV-DVD wide.
If you set 720x480 PAR to 0.9091 you will get letterbox in a 4:3 frame. If you need square pixels (e.g. for youtube or divx/xvid), then you would set PAR to 1.0 square but must also change frame resolution to a 16:9 size (e.g. ~848x480 or ~720x400 for mod 16). 848x480 would work for interlace or progressive output video and would preserve the most resolution. For interlace source, 720x400 would require deinterlace before vertical downsize thus lowering quality. This will be done automatically in Vegas if you change vertical size. Deinterlace method will be interpolate, blend or "none" depending on your project setting. "None" will show line splits during motion. "Blend" will show double image atrifacts during motion.
* PAR of 1.2121 would be correct for DV or DVD wide source. It is also possible to import square pixel 16:9 clips into a DV-Wide Vegas timeline so long as clip properties match the source. For example a 1280x720p source could be imported so long as the clip properties show PAR=1.0, resolution 1280x720 and fields set progressive.Last edited by edDV; 14th Aug 2011 at 13:22.

go with eddv's last paragraph for a more compatible method for mpeg-4 video - leave the pixel aspect ratio to 1.0, set field order to none(progressive) and change the output frame size to 848x480. make sure a check mark is in stretch video(do not letterbox) on the main render to tab. also in your project properties set de-interlace method to interpolate fields.
