  1. Is it possible to author a blu-ray quality (35 Mbit/s h.264) DVD via a DVD burner to play on blu-ray players? Will this work?

    Make an AVCHD. It's basicly a blu-ray on dvdr media. Use for example avchdcoder, multiavchd, tsmuxer.

    Not at that bitrate. AVCHD would work, but the bitrate limits are lower.

    It's because, unless the player's drive can spin (and read) DVD's at faster than 1x (the normal speed for DVD-Video), DVD's won't be able to put out more than ~11Mbps.
