When you said 'latest Ulead' do you mean the one that is given away with that easycap you show ?
That one wlll NOT work with Win7.
The problem with easycap is that there are so many fakes around. You can only be certain you have the real deal by purchasing direct from the manufacturer. It is no longer called easycap/eascap DC60....... The genuine product is now called ezcap116.
Let me tell you what I would now be tempted to do in your position. Get yourself a dvd-recorder and dub/copy the tapes in that. Import the dvd in to the editing program of your choice and proceed from there.
Could I also ask if the tapes were your original recordings or copies you obtained from elsewhere. If they are just copies then you will never get a good capture from them with ANY equipment since the issues are already 'burnt' in. Put that down to experience.
