maybe an audio editor like audacity, reaper, soundforge. but it's 32 bit which may be limiting.

SoundForge, ProTools, Magix Sequoia, SAW Studio can. Possibly also: newest Adobe Audition, Cubase, Logic Pro. Maybe others.
Make sure what you have is standardized WAV and not corrupt. I say this, because 12.3 Mbps doesn't fit the expected bitrate for 8 ch/sample x 48000 samples/sec x 32bits/channel = 11.71Mbps.
If you're having trouble, there are tools that will convert to lower bit depth and/or split to multiple-mono tracks for easier verification...

edit: yeah, most WAV files don't normally exist as 32bit, since 24bit depth is really more than enough for anything audio-related. 32bit and Floating point are only helpful while you're editing to make the number crunching (and rounding effects) easier. So you won't see those used for consumer stuff (players, etc.)
