Convert from MKV to TS file with subtitle and these requirement

First want to say Hello to everyone and best wishes to you all

I got a big mission here, have to got the TS file with these requirements:

Output format: MPEG-2 TS files
PSI Period <=100ms
TS output index: The ETR290 standard is met
TS Output bitrate: 8Mbit/s
Bit rate control: Constant bit rate(CBR)
Encoding format: H.264(MPEG-4 AVC)
Profile and level: High Profile and level 4.0 or 4.1
Encoding complexity: Medium or higher encoding complexity is recommend
Video bit rate: 8Mbit/s
Encoding resolution: 1920x1080
Frame rate: 25 frames/second
Group of pictures(GOP) length:36
GOP Structure: Open GOP

This one will maybe used for the HD VOD. I have try to use tsMuxeR GUI but subtitle not automatically shown, even with movie with hard-subbed

Please give me a hand.Thanks
