This has me stumped. I've encoded using Sony Vegas 9.0, made DVD with Architect. Played DVD through Sony Portable DVD player to a LCD projector using the RCA Video plug.
The video clip (three of many) played perfectly on the screen of the Sony Portable DVD player but on the big screen through the projector, I was getting that vibration that usually comes from the wrong field.
Does the projector have it's own decoder that would see this? Any ideas why this would be?

Projectors just take the input and output it to the screen. They don't "play" the file, AFAIK. You said it was coming out of the PortDVD player via composite cables.
